Mental Health State of Mind

Our next membership meeting is scheduled for Thursday, October 27th and will be held from 11:30 a.m. to 1:00 p.m. at the Headliners Club by invitation only. David Evans, CEO of Integral Care and Hal Katz, J.D., Partner with Husch Blackwell will discuss improving mental health in Central Texas.

David Evans has over 40 years of experience as a leader in behavioral health, intellectual and developmental disabilities, and substance use disorders. He currently serves as the Chief Executive Officer for Integral Care, the Travis County Local Mental Health and IDD Authority, and as the Executive Director of the Center’s affiliated non-profit organization, Integral Care Foundation. Mr. Evans holds a Master of Arts degree from Oakland University in Education and a Bachelor of Science degree in Social Science.

Mr. Evans serves as a member of the Health and Human Services Commission’s Joint Committee on Access and Forensic Services, as a Board Member of the Austin Healthcare Council, as Vice Chair of the Indigent Care Collaboration HIE, as a member of Steering Committee for the Austin State Hospital Redesign, Commissioner on the Judicial Commission on mental Health and as a member of the American Association on Intellectual and Developmental Disabilities. He also teaches public policy classes at the University of Texas Hicks School of Social Work. Formerly he served as the state Commissioner of MH/MR/SA in Georgia and state Director of IDD services in Nebraska.

Hal Katz is a Partner with Husch Blackwell, LLP and a member of the firm’s Healthcare, Life Sciences and Education Strategic Business Unit. Hal is certified in Health Law by the Texas Board of Legal Specialization, and has focused his practice on the healthcare industry for more than 25 years, representing for-profit, nonprofit and governmental entities. He has been on the front line of healthcare evolution and innovation, witnessing firsthand successes and failures at both the industry and business levels. His clients include medical groups, hospitals, accountable care organizations, managed care organizations, health plans, and healthcare technology companies. Representation of these clients includes advising on corporate, transactional, regulatory and public policy matters. Hal uses his extensive knowledge to help clients navigate the complexities of the healthcare industry and benefit from lessons learned. He is a past Chair of the American Bar Association Health Law Section and past Chair of the Texas State Bar Health Law Section, and currently serves as the Chair of Integral Care.
