88th Texas Legislative Session & Healthcare

Our member’s only February 23rd meeting will feature Michael Darrouzet, CEO, Texas Medical Association and John Hawkins, CEO, Texas Hospital Association. They will discuss 2023 Legislative priorities and other headwinds that the healthcare ecosystem may encounter. Chris Moose, Partner in Healthcare & Life Sciences, IBM, will moderate the conversation.

John M. Hawkins took the helm as president and chief executive officer of the Texas Hospital Association on Jan. 1, 2022. He is the organization’s sixth CEO since its inception in 1930. A longtime advocacy veteran, Hawkins has more than 35 years of experience in legislative, leadership and policy circles and has deep knowledge of health care and hospital funding issues. As CEO, he represents the Texas hospital industry locally and nationally and helps ensure hospitals have the resources they need to deliver the highest quality health care to all Texans.

Prior to being named CEO, Hawkins served as THA’s senior vice president of advocacy and public policy since 2004. With a long tenure at the association, his team consistently secured important resources for Texas health care, including hospital Medicaid rates, funding for trauma and behavioral health services, funding for workforce training and protections for the state’s critical safety net Medicaid supplemental payment programs. Hawkins’ team also was an integral force during the COVID-19 pandemic, helping to secure staffing, supplies, vaccines and flexibilities for hospitals to keep patients safe.

Michael J. Darrouzet has served as the Executive Vice-President/CEO of the Texas Medical Association since September 2019. Prior to joining the TMA staff, he worked for the Dallas County Medical Society for 31 years, serving as the chief executive for 23 years. He is the fourth executive vice president in TMA’s 169-year history.

Mr. Darrouzet currently serves on the Board of Directors of two national organizations, the Physicians Foundation, serving as chair of its Leadership Committee, and the Physicians Advocacy Institute, where serves as Vice Chair.

Chris M. Moose is a Partner in IBM's Healthcare and Life Sciences Consulting Organization where he advises companies on emerging technologies and how they will transform healthcare.  He also develops and presents IBM’s point of view on HealthTech at the Congressional, Federal Departmental and State levels as well national media.  His current focus areas include the Drug Supply Chain Security Act (DSCSA), Presidential Executive Orders on Healthcare Resiliency, FDA proposed rule changes, data ownership and web3. 

In addition to his strategy work Mr. Moose retains responsibility for delivering technology projects for Life Science and Healthcare companies and their global operations.  Advanced analytics, artificial intelligence, custom development and package implementations are approaches his team utilizes to help companies improve their internal operations, better utilize data or launch new products.
